OCAP | c-ECO Fellowship Program Contractual Framework
Instrument Context
This Outcome-Conditioned Analytical Participation Framework (OCAP) constitutes Exhibit E to the c-ECO Fellowship Participation Agreement (FPA). It establishes the conditions under which validated systemic effects arising from licensed c-ECO applications may generate discretionary participation linked to certified analytical contribution.
PREAMBLE
WHEREAS, the c-ECO system does not attribute economic value to analytical activity as such, but to validated systemic effects arising from licensed applications of the framework;
WHEREAS, this Framework establishes the conditions under which a Fellowโ€™s methodologically compliant analytical contribution may be considered in the allocation of discretionary participation linked to such effects;
WHEREAS, this Framework preserves the non-employment, non-agency, and non-interference structure of the Fellowship while aligning economic recognition with reversibility preservation, threshold avoidance, and institutional integration under conditions of planetary constraint;
NOW, THEREFORE, the parties agree as follows:
ARTICLE I โ€” NATURE AND PURPOSE
[OCAP-ART-001] Section 1.1 โ€” Nature of This Framework
This Framework governs only the possibility of discretionary participation linked to validated systemic effects in licensed case environments. It does not create compensation rights arising from attendance, report production, analytical activity, or case involvement alone.
The c-ECO system does not reward activity. It recognizes validated contribution to systemic stability, reversibility preservation, and threshold-compatible institutional transformation.
[OCAP-ART-002] Section 1.2 โ€” Core Principle
Any participation contemplated under this Framework is conditioned upon all of the following:
I โ€” existence of an active and valid c-ECO license where required
II โ€” identifiable and documented analytical contribution by the Fellow
III โ€” methodological compliance under the MAI
IV โ€” institutional certification of a recognized systemic effect
V โ€” discretionary allocation by the Foundation or competent designated authority
ARTICLE II โ€” RECOGNIZED EFFECT CATEGORIES
[OCAP-ART-003] Section 2.1 โ€” Recognized Effect Categories
For purposes of this Framework, an โ€œeffectโ€ means a verifiable transformation in system trajectory, reversibility conditions, contractual architecture, or institutional structure attributable, in part, to validated analytical work within a licensed c-ECO environment.

[OCAP-ART-004] Section 2.2 โ€” Excluded Events
The following shall not, by themselves, constitute recognized effects for purposes of this Framework:
I โ€” report submission alone
II โ€” completion of calculations or matrices alone
III โ€” production of case memoranda without certified real-world effect
IV โ€” analytical participation in a case not operating under licensed conditions where a license is required
V โ€” hypothetical or purely speculative benefit not validated by the competent institutional authority
ARTICLE III โ€” ELIGIBILITY CONDITIONS
[OCAP-ART-005] Section 3.1 โ€” Eligibility Threshold
No Fellow shall be considered eligible for outcome-conditioned participation unless all of the following conditions are satisfied:
I โ€” the Fellow is or was in valid standing at the relevant time of contribution, unless otherwise determined by the Foundation
II โ€” the contribution was produced within authorized scope under the applicable CSAM or equivalent written authorization
III โ€” the contribution complied with MAI, CDGA, and, where applicable, LLEP requirements
IV โ€” the case environment operated under valid licensing conditions where such license was required
V โ€” the claimed effect was documented, reviewed, and certified
[OCAP-ART-006] Section 3.2 โ€” No Automatic Entitlement
No entitlement to participation arises from activity alone, case involvement alone, or effect assertion by the Fellow. Participation under this Framework is discretionary, conditioned, and subject to institutional allocation.
ARTICLE IV โ€” VALIDATION AND CERTIFICATION
[OCAP-ART-007] Section 4.1 โ€” Effect Validation Requirements
Before any participation may be considered, the relevant effect must be validated and certified through institutional review. Such review may include, as applicable:
I โ€” verification of methodological compliance
II โ€” review of the CSAM, signal records, and deliverables
III โ€” confirmation of licensing conditions
IV โ€” review of effect evidence, timing, and trajectory relevance
V โ€” determination that the effect falls within a recognized category under Article II
[OCAP-ART-008] Section 4.2 โ€” Certification Authority
Certification of effect for purposes of OCAP shall be made only by the Foundation or by the competent institutional body designated by the Foundation. No Fellow may self-certify an effect or imply that an uncertified outcome qualifies under this Framework.
ARTICLE V โ€” ALLOCATION LOGIC
[OCAP-ART-009] Section 5.1 โ€” Discretionary Allocation
Where a certified effect exists, the Foundation may, in its sole discretion, determine whether any participation shall be allocated and, if so, under what terms. In making such determination, the Foundation may consider:
I โ€” the nature and category of the certified effect
II โ€” the materiality of the Fellowโ€™s contribution
III โ€” the number and role of contributors
IV โ€” the complexity, sensitivity, and value of the licensed case
V โ€” any methodological, ethical, or institutional considerations relevant to allocation
[OCAP-ART-010] Section 5.2 โ€” No Fixed Formula Presumption
Unless expressly set forth in a separate written allocation schedule, no fixed formula, percentage, share, or metric shall be presumed under this Framework. Any allocation may be case-specific, effect-specific, or contribution-specific.

ARTICLE VI โ€” STRUCTURAL LIMITATIONS
[OCAP-ART-012] Section 6.1 โ€” No Agency / No Intermediary Status
Nothing in this Framework shall be interpreted to create:
I โ€” agency authority
II โ€” brokerage or referral status
III โ€” commercial intermediary authority
IV โ€” partnership, joint venture, or representative status
V โ€” employment or profit-sharing status by default
[OCAP-ART-013] Section 6.2 โ€” Non-Interference Preservation
The Non-Interference Principle remains fully applicable irrespective of any possible participation under this Framework. No Fellow may alter, intensify, or distort analytical posture in pursuit of possible economic outcome.
I โ€” Fellows may not intervene to manufacture effects
II โ€” Fellows may not solicit institutional action in order to trigger allocation
III โ€” Fellows may not overstate risk, effect, or causal implication in expectation of participation
[OCAP-ART-014] Section 6.3 โ€” No Predictive Accuracy Compensation
No Fellow shall be compensated under this Framework on the basis of predictive accuracy alone, correct anticipation alone, or post hoc narrative alignment absent certified systemic effect.
ARTICLE VII โ€” SUSPENSION, WITHHOLDING, AND EXCLUSION
[OCAP-ART-015] Section 7.1 โ€” Grounds for Withholding
The Foundation may withhold, suspend, reduce, or deny any allocation otherwise contemplated under this Framework where:
I โ€” methodological non-compliance is identified
II โ€” data governance or confidentiality breach occurred
III โ€” field or stakeholder conduct violated LLEP requirements
IV โ€” the Fellow misrepresented effect status, authority, or entitlement
V โ€” unresolved integrity concerns remain pending at the time of review
[OCAP-ART-016] Section 7.2 โ€” No Survival of Expectation
No expectation, statement, or informal indication by any person shall create a vested right to allocation under this Framework unless and until confirmed in writing by the Foundation.
ARTICLE VIII โ€” RELATIONSHIP TO OTHER INSTRUMENTS
[OCAP-ART-017] Section 8.1 โ€” Integrated Interpretation
This Framework shall be interpreted together with:
I โ€” the FPA, which governs participation status and foundational legal terms
II โ€” the MAI, which governs methodological compliance
III โ€” the CDGA, which governs data classification, confidentiality, and handling
IV โ€” the LLEP, which governs Living Lab conduct and non-interference
V โ€” the CSAM, which governs case-specific analytical scope
[OCAP-ART-018] Section 8.2 โ€” Governing Law and Dispute Resolution
This Framework shall be governed by the laws and dispute resolution provisions specified in the Fellowship Participation Agreement.
