The Silvio Meira Institute (ISM) is a nonprofit juridical and cultural institution dedicated to the advancement of juridical science, with particular emphasis on Roman Law, legal theory, and the preservation of Brazil's legal heritage.

The institute honors Silvio Augusto de Bastos Meira (1919–1995) — a distinguished Brazilian jurist, professor emeritus at the Federal University of Pará (UFPA), and internationally recognized authority on Roman Law, whose work bridged Brazilian and European legal traditions.

André Meira is a preeminent Brazilian academic leader and international attorney whose career is defined by a profound commitment to the advancement of Legal Science, Business Law, and the preservation of Roman Law traditions. Based in Belém (Brazil) and Lisbon (Portugal), he operates at the highest levels of legal scholarship and institutional governance.

He holds a Master’s degree in Law from the University of Lisbon (Portugal) and a Ph.D. in Law from UNICURITIBA (Paraná, Brazil).

In the sphere of academic leadership and presidency, Dr. Meira currently serves as Honorary President of the Brazilian Academy of Law (ABD), following his distinguished tenure as President (2021–2023), and holds Chair No. 02 of this prestigious institution. He is also Titular of Chair No. 27 at the Academy of Legal Letters of Pará (APLJ), where he served as Vice-President from 2017 to 2019. As President of Silvio Meira Institute (ISM) in Brazil and Director of the Silvio Meira Center for Juris-Roman Studies in Lisbon, he bridges continental legal traditions. A key figure in the Asociación Iberoamericana de Derecho Romano (Spain), he presided over major international conferences in 2011 and 2016, cementing his role as a guardian of Latin legal foundations.

His professional practice and institutional influence extend across borders. A practicing attorney admitted to both the Brazilian Bar Association (OAB/PA) and the Portuguese Bar Association (OA/PT), he is the founder of André Meira Sociedade Individual de Advocacia. As an effective member of the Institute of Brazilian Lawyers (IAB) Commercial Law Commission, he has served as National Representative for the State of Pará since 2019. Further recognized through honorary and corresponding memberships in nearly a dozen regional legal academies across Brazil — including São Paulo, Minas Gerais, Ceará, Amazonas, and Rio de Janeiro — as well as the CNAF (National Confederation of Families) in Portugal, his cross-border expertise anchors ISM's international legal framework.

Recognized as the "Legal Personality of Pará" (2013, 2015), his contributions have been celebrated with numerous high-level decorations:

Flávia Figueira is a distinguished Brazilian lawyer and academic leader working at the forefront of Digital Law, Privacy, and Data Governance. She serves as Director of the Scientific Research Chair in Digital Law and Technology at the Instituto Silvio Meira (ISM), where she plays a key role in bridging legal tradition with contemporary technological systems.

She is a Partner at Figueira & Gonçalves Leal Advocacia and a Professor in both undergraduate and graduate programs in Civil Law and Digital Law at the Law Program of the University of the Amazon (UNAMA). She holds a Master’s degree and is currently a Ph.D. candidate in Law at UNICURITIBA (Paraná), with a research focus on business law and citizenship.

With a professional trajectory spanning Brazil and Portugal, her expertise is highly relevant to the legal architecture of data governance and systemic risk. She is a Guest Instructor at Ópice Blum Academy (São Paulo), teaching courses on LGPD and GDPR, including data protection immersion programs and DPO qualification. She is also a researcher affiliated with the groups Effective Implementation of Public Policies through Business Activity (UNICURITIBA) and Understanding Artificial Intelligence (USP).

She is the author of "Neurorights and Digital Childhood", a forthcoming work examining the legal implications of emerging technologies on cognitive and informational autonomy, particularly in vulnerable populations and high-risk digital environments.

Her profile is directly relevant to c-ECO in the context of data governance, certified information systems, and the legal structuring of digital evidence and monitoring architectures—especially where human rights, systemic risk, and decision-making processes intersect.
